WHAT CHANGED
On September 27, 2026, the White House released the U.S.-China Board of Trade working procedures, terms of reference for the “30-for-30” framework, and a U.S. Import List. The United States and China approved comparably valued lists of products for possible reciprocal reduced tariff treatment, with each side’s list representing roughly $30 billion in annual bilateral trade based on 2024 trade values.
The U.S. Import List identifies Chinese-origin products imported into the United States that may receive reduced tariff treatment. The documents state that any tariff reductions will be determined and implemented through each country’s domestic legal processes. The announcement does not itself establish a tariff reduction, exemption, quota, Chapter 99 provision, or effective HTSUS modification.

3. Review product descriptions and Ex-Out limitations, particularly for provisions marked “X,” to confirm whether merchandise falls within the listed scope.
4. Monitor subsequent U.S. legal or agency actions implementing any reduced tariff treatment. Treat this announcement as a policy framework and product list, not as a currently effective duty exemption.

6. Preserve classification support, product specifications, country-of-origin records, and valuation data for potentially affected imports.
