Why is your duty bill growing faster than your import volume in 2026?
Because the effective rate on each entry has ratcheted up faster than your volume has grown — so most of your duty increase is the rate effect, not the volume effect. Capital-goods imports set records in 2026 (they reached a record $128.0 billion in May, per Census and BEA), but the headline volume is the smaller half of the story. The rate effect versus the volume effect: how to decompose your duty increase
Decompose the duty increase the same way you'd decompose any cost line — a volume variance and a rate variance — and the policy exposure separates cleanly from the growth. The mechanics are the price/volume bridge every finance team already runs, applied to duty:
- Volume effect = (this year's import value − last year's) × last year's effective rate. This is the duty you'd owe if nothing but your volume had changed.
- Rate effect = (this year's effective rate − last year's) × this year's import value. This is the duty added purely because the rate on your entries moved.
Here is an illustrative bridge for an importer whose duty line went from $6.0M to $8.4M (+40%) on import value up 15% (from $100M to $115M), with the blended effective rate rising from 6.0% to 7.3%:

The point is not the exact numbers — it is the shape. Nearly two-thirds of this increase is rate, and the rate portion is structural: it stays even if volume flattens next year. A capital-equipment importer sourcing Chapter 84/85 machinery from China lives much closer to the 23.4% line than to the 7.2% one — and closer still on the metal-intensive equipment that now carries the full-value Section 232 steel and aluminum stack. The broader picture agrees: the Yale Budget Lab put the average U.S. effective tariff rate at about 11% as of April 2026 — its highest since 1943, excluding 2025. Benchmarking your accrual, your budget, or your board deck against "the national rate is about 7%" is how a finance team ends up structurally under-provisioned — the number is real, but it is the wrong number for you.
This is the national-average trap, and it is worth naming because it cuts both ways: it makes duty look smaller than yours in aggregate reporting, while the entry-level reality on your product mix runs two to five times higher.
Net tariff collections fell in 2026 — so is the pressure easing?
No — and this is the most misread number in the 2026 data. Net U.S. customs receipts fell to roughly zero in May 2026 (Penn Wharton), but not because the rate on anyone's entries dropped. The discipline for finance is to keep the one-time IEEPA correction in a separate mental column from your structural, entry-level run-rate. Why your duty cash outflow is running ahead of your duty expense
Duty hits your cash before it hits your P&L, and in a growth year the gap widens. Duty is paid to CBP at entry — cash leaves now — but under FASB ASC 330 it is capitalized into the carrying value of inventory and released to cost of goods sold only when those goods sell. Duty on equipment you keep for your own use is capitalized into the asset and released even more slowly, through depreciation. Either way, the recognition lags the payment.
The consequence in 2026 is specific: when you are building inventory or pulling equipment purchases forward — exactly the behavior behind the capital-goods surge — the cash you pay in duty runs ahead of the duty expense the income statement recognizes, because a growing share of it is sitting capitalized on the balance sheet in goods you haven't sold yet. What rising duty does to gross margin, the budget, and guidance
When the effective rate ratchets up, duty quietly migrates from a rounding item to a margin driver — and a budget built on a fixed duty percentage silently under-accrues every month. For a China-heavy Chapter 84/85 importer, duty as a share of landed cost has moved from low single digits to low double digits in the space of a year. If your model still carries duty at last year's ratio, three things are now wrong at once: gross margin is overstated (the full acquisition cost isn't being charged against revenue), the budget is light, and guidance inherits the gap.
The fix is to stop forecasting duty as a ratio and start forecasting it from the stack:

- Benchmark against your own effective rate, not the national 7.2%. Compute duties-paid ÷ import-value for your actual entries; the gap to the national number is the size of the trap you were about to fall into.
- Map the cash-vs-COGS timing. Separate duty cash-out at entry from duty expense in COGS so treasury sees the real working-capital draw in a stocking year.
- Re-forecast the duty line off the stack for next year's budget, per HTS code and origin, and retire the fixed-percentage assumption.
- Size the recoverable pool and the deadlines on this year's entries before they liquidate.
