From May 30, 2026, entries using specified sugar and dairy HTS must include USDA ag license type 14 in the 52 record or ACE will reject.

CBP is adding a new ACE fatal error (F60D) requiring a USDA agricultural license type 14 for certain re-export sugar and dairy rate quota HTS numbers. While tariff rates and HTS classifications do not change, entries under the listed HTS codes must transmit the license number in the 52 record or they will be rejected. This applies to all entry types beginning with the May 30, 2026 deployment date.


CBP has updated the ACE CATAIR Error Dictionary (V48) to introduce a new fatal error, F60D: LIC/CERT/PERM FOR HTS MISSING. This error applies to specific agriculture-related HTS numbers tied to the USDA re-export sugar program and dairy tariff-rate quota (TRQ) program.

For the re-export sugar program, HTS 1701.13.2000 and 1701.14.2000 now require a USDA agricultural license type 14. For dairy TRQ products, a broad set of dairy and dairy-containing HTS codes in Chapters 4, 19, and 21 (including numerous cheese, butter, milk, and dairy preparation subheadings such as 0401.50.5000, 0402.10.1000, 0406.10.xxxx, 0406.20.xxxx, 0406.30.xxxx, 0406.40.5400, 0406.40.5800, 0406.90.xxxx, 1901.90.3400, 2106.90.2400, and 2106.90.3400) also require the same license type.

Operationally, any entry type that includes one or more of these HTS codes must transmit the USDA agricultural license type 14 number in the 52 record for the affected line(s). If the license number is not provided, ACE will reject the entry with fatal error F60D, preventing release and duty assessment until corrected. This requirement does not change the underlying HTS classifications or duty rates, but it is a mandatory data element for successful filing and access to the relevant quota programs.

The change will be deployed to both the CERTIFICATION (CERT) and PRODUCTION (PROD) ACE environments on May 30, 2026. Customs brokers and trade compliance teams should: (1) identify all clients and products using the listed HTS codes; (2) confirm that those importers hold valid USDA agricultural license type 14; (3) update ABI/ACE mapping and internal SOPs so that the license number is always populated in the 52 record when these HTS codes are declared, regardless of entry type; and (4) conduct test filings in CERT before the effective date to ensure no F60D rejections occur.
